Despite significant progress to date in Liberia's transition to peace and stability after a 14-year civil war that destabilized four countries in West Africa and claimed hundreds of thousands of lives, Liberia remains a fragile state that relies on the United States and a few other international partners to maintain stability and build the foundations for sustainable peace and development. S/CRS engagement in Sudan began in 2005 when, at the request of the Secretary, S/CRS engaged with the State Department's Bureau of African Affairs (AF) to facilitate a comprehensive interagency planning process, focusing on the north-south conflict and implementation of the Comprehensive Peace Agreement. |
