FSI in coordination with S/CRS announces an exclusive offering of Reconstruction and Stablization courses to be held February 2009-March 2009

New U.S. Government approaches to reconstruction and stabilization (R&S) are designed to institutionalize USG civilian capacity to prevent or prepare for post-conflict situations, and to help stabilize and reconstruct societies in transition from conflict or civil strife toward sustainable peace, democratization, and a market economy. This course series will prepare USG actors to determine how instruments of U.S. power, including elements of a new Civilian Response Corps, are utilized to achieve specific conflict transformation and stabilization goals through whole-of-government processes for R&S operations. Participants will familiarize themselves with partners from the interagency community, assessment models, and planning tools for implementing R&S activities in the field.

This course series is strongly recommended for USG civilian employees who are interested in enhancing their “expeditionary” credentials by joining the Standby Response Corps (SRC) roster. The SRC is currently a list of DOS employees who continue in their present assignments but maintain awareness of reconstruction and stabilization crises, and would be ready to serve TDY, on 30 days notice, in a USG civilian stabilization mission with S/CRS and Bureau/Post concurrence. The SRC is becoming an interagency corps this year, and interagency partners will be included in this training along with military counterparts. Applying for SRC status is not a bid and can be made by submitting a resume to src@state.gov Participating in these courses is an excellent introduction to the missions, skills, and outlook required to support expeditionary diplomacy.

For more information about this series of courses, please download the FSI-S/CRS announcement or contact Laura Birner at FSI (703) 302-6952.
