Civil-Military Coordination

The S/CRS Civil-Military Team was established in July 2007 as an interagency unit within the Planning Office of S/CRS. Its mission is to:

Facilitate improved coordination and integration among USG and partner nation civilian and military communities to support effective reconstruction and stabilization (R&S) operations.

The Team is responsible for:

  1. Civ-Mil Planning. Providing civil-military planning services to S/CRS country engagements, and other interagency R&S planning processes.
  2. Outreach. Facilitating S/CRS interface and outreach with the Bureau of Political-Military Affairs, the Office of the Coordinator for Counterterrorism, and the Department of Defense - including the Office of the Secretary of Defense, the Joint Staff, Uniformed Military Services, Combatant Commands and other defense agencies.
  3. Civ-Mil Advice. Advising the S/CRS Front Office leadership and S/CRS staff on civil-military matters pertaining to R&S, to include policy, operations, training, etc.
  4. Operational Support. Providing staff, planning and operations support to ongoing S/CRS steady state activities, and to the Interagency Management System when activated.
  5. NSPD-44 Concept Development and Implementation. Chairs and manages the S/CRS and interagency Civil-Military Activities Review Team, and supports interagency bodies established under National Security Presidential Directive 44.

Civil Military Activities Review Team (CMART):

The Civil-Military Team chairs the bi-weekly Civil-Military Activities Review Team (CMART) process. The CMART’s purpose is to share information, develop objectives, and coordinate the participation of members of the civilian interagency with respect to civilian-military exercises and other partnership activities related to Reconstruction and Stabilization and NSPD 44.

1207 Background:

Section 1207 of HR1815 authorizes the Secretary of Defense to transfer to the Department of State up to $100 million in Fiscal Year 2006 and 2007 to provide assistance in reconstruction, security or stabilization. The Secretary of State mandated the Office of the Coordinator for Reconstruction and Stabilization (S/CRS) to coordinate 1207 funds.
