Conflict PreventionUnder NSPD-44, the role of S/CRS, and more specifically Conflict Prevention (CP), is to coordinate interagency processes to identify states at risk of instability, lead interagency planning to prevent or mitigate conflict, develop detailed contingency plans for integrated U.S. Government reconstruction and stabilization efforts, and to coordinate preventative strategies with foreign countries, international and regional organizations, nongovernmental organizations, and private sector entities. PlanningThe Planning Office leads the planning for and the conduct of highly complex and multi-faceted US Government reconstruction and stabilization operations in specific countries at risk of, in, or emerging from conflict. Resource ManagementThe Office of Resource Management is responsible for budget policy and planning, financial coordination, as well as S/CRS personnel, operating funds and management coordination. Strategic CommunicationsThe Office of Strategic Communications (SC) is responsible for public affairs and public diplomacy, legislative affairs, diplomatic engagement, and outreach to the academic and NGO communities on behalf of S/CRS. The S/CRS Interagency TeamS/CRS is a State Department office, but it is interagency in both character and function. We are staffed by representatives from agencies throughout the U.S. Government, allowing us to build upon and draw on existing skills and expertise, and more easily reach back to interagency partners. Currently, S/CRS staff come from the State Department, USAID, Office of the Secretary of Defense, Central Intelligence Agency, Army Corps of Engineers, Joint Forces Command, Joint Chiefs of Staff, and the Treasury Department. S/CRS has been charged with leading the coordination of USG stabilization and reconstruction efforts. This requires pulling together the extensive resources available throughout the interagency community.
